For months, markets treated every ceasefire proposal as evidence that the war was approaching its conclusion. Oil fell on negotiation headlines. Technology stocks recovered whenever geopolitical risk appeared to recede. Investors gradually became numb to the cycle of threats, memoranda, diplomatic deadlines and contradictory statements from Washington and Tehran.

That interpretation may have the sequence backward.

Suppose the ceasefire did not interrupt the campaign. Suppose it created the conditions required for its next phase. The pause reduced oil prices, allowed inventories to recover, exposed parts of Iran’s commercial network and gave the United States time to replenish munitions, update its target list and reposition military assets.

Seen through that lens, the arrival of B-1 bombers, aerial refuelling aircraft, special operations personnel and additional medical support does not mark the beginning of a new confrontation. It suggests that the original campaign is moving into a phase temporarily concealed by the memorandum of understanding.

The immediate question is therefore larger than whether President Trump prefers to launch operations over a weekend. Military preparations matter more than calendar patterns.

What mission is the United States preparing to conduct that the previous air campaign could not complete?

Three questions provide the framework:

1. Who actually benefited from the time purchased by the MOU?

2. What new operational problem is the United States preparing to solve?

3. Why does the market continue to price a structural war as a temporary news event?

What the Pause Accomplished

Markets usually treat diplomacy and military action as competing paths. During this war, they have operated as parallel instruments.

The MOU did not resolve the disputes over uranium enrichment, ballistic missiles, the Islamic Revolutionary Guard Corps or Iran’s regional proxies. It temporarily relaxed the immediate pressure on oil flows while leaving the strategic conflict intact.

The United States also did not withdraw its regional forces according to a peacetime timetable. Military readiness remained in place as Iranian oil exports and payment channels partially reopened.

This raises a more useful interpretation:

The MOU may have served as an intermediate stage in the campaign rather than a failed attempt to end it.

It produced at least four outcomes favorable to Washington.

First, renewed Iranian exports eased the most urgent supply pressure. Lower oil prices reduced the inflationary cost of continued military operations and gave the next supply shock a lower starting point.

Second, Iran reactivated ships, trading companies, financial intermediaries and settlement channels to restore cash flow. Those transactions also made previously concealed networks easier to observe. Earlier investigations into billions of dollars moving through cryptocurrency platforms illustrate how far American scrutiny extends beyond the conventional banking system.

Third, the pause created an opportunity for battle-damage assessment, intelligence collection, target refinement and logistical replenishment. None of these processes required the Pentagon to declare that the military clock was still running.

Fourth, the MOU tested Iran’s internal chain of command. It revealed which institutions wanted negotiations to continue, which factions controlled petroleum revenue, which actors could restrain the IRGC and whether Tehran possessed a single authority capable of enforcing an agreement across the state.

The result may have been a temporary reduction in oil prices, a partial restoration of market inventories, greater visibility into Iranian financial networks and additional time for American forces to reload.

That does not require a perfectly coordinated conspiracy conceived in Washington from the beginning. Large governments rarely operate with that degree of unity. A simpler explanation is sufficient: once American officials recognized the military and intelligence value of the pause, they exploited it.

The Limits of Diplomacy

The Trump administration’s declared objectives have always extended beyond commercial navigation through the Strait of Hormuz. In March, the president described a campaign intended to destroy Iran’s ballistic missile capacity, weaken its navy, prevent it from obtaining a nuclear weapon and sever support for armed groups abroad.

A temporary ceasefire cannot accomplish those objectives.

Commercial vessels can resume sailing while underground missile facilities remain operational. Oil exports can restart while centrifuges continue spinning. The IRGC can suspend attacks without surrendering its command structure, financial resources or regional networks.

The market has therefore focused too heavily on whether Washington and Tehran can return to negotiations. The more consequential issue is whether Washington still believes that Iran can deliver a durable agreement.

If civilian authorities cannot control the IRGC, an agreement with the Iranian government becomes only a partial agreement. If Tehran can relocate centrifuges, reconstruct missile installations and reorganize proxy networks during a ceasefire, diplomacy offers Washington little more than temporary restraint.

The desired end state may consequently have changed. Washington may now prefer a physical settlement over a behavioral promise.

The war ends when Iran loses the capacity to reverse the agreement, not when it signs another document.

Under that model, the decisive terms of a future settlement would concern physical capabilities:

• How much enriched uranium remains

• Who controls or removes the material

• Which underground facilities must be dismantled

• Whether inspectors receive unrestricted access

• Which centrifuges and manufacturing tools survive

• Which oil-export channels receive authorization

• Which IRGC units must be disarmed or dissolved

• Which overseas assets remain frozen

A signed commitment has limited value when the industrial capacity to violate it remains intact.

Washington’s Impossible Geometry

American strategy faces four objectives that pull against one another.

Washington wants to destroy Iran’s nuclear recovery capacity, yet some underground facilities may survive conventional air strikes. It may want to weaken or transform the Iranian regime, while avoiding another ground occupation. It needs to preserve global energy flows, even though escalation threatens both Hormuz and the Red Sea. It also wants to shift military resources toward the Indo-Pacific, despite committing bombers, tankers, ships and tens of thousands of personnel to the Middle East.

The 2026 National Defense Strategy emphasizes greater burden-sharing by allies, increased attention to homeland defense and the Indo-Pacific, and deeper security integration among Israel and the Gulf states.

That creates the central contradiction of American policy:

The United States wants to reduce its Middle Eastern commitments, but it may have concluded that the region must first be reorganized.

Washington does not want responsibility for Iranian schools, pensions, municipal services or political reconstruction. It nevertheless wants influence over the amount of nuclear capacity, missile power, petroleum revenue and regional reach that Iran can retain.

Traditional regime change would require occupation and nation-building. A more economical model would control Iran’s external interfaces while leaving the formal state in place.

Occupation Without Territory

Call it interface control.

The United States does not need to govern Tehran or patrol every Iranian province. It needs leverage over the systems connecting Iran to military power, international markets and the wider region.

Five interfaces matter.

The Air Interface

Persistent surveillance, air-defense suppression and repeat strikes can determine which Iranian military assets remain viable.

Every reconstructed missile facility, drone factory or nuclear installation would face the same calculation: can it operate without being detected and attacked?

This allows Washington to impose a ceiling on Iranian capabilities without maintaining a permanent ground occupation. The constraint becomes technological and operational rather than territorial.

The Maritime Interface

Naval patrols, insurance rules, vessel identification, sanctions enforcement and shipping permissions can determine which tankers enter Iranian ports and which cargoes reach international markets.

Washington may have little interest in reducing Iranian exports to zero. A complete shutdown would intensify the oil shock, strengthen the case for Iranian retaliation and expose Gulf energy infrastructure to greater danger.

The more useful arrangement gives Iran access to the market while preserving an American veto over that access.

Iranian oil exports would cease to function as an unconditional sovereign right. They would become a permission that Washington could grant, narrow or withdraw.

The earlier MOU, which allowed Tehran to resume oil sales, demonstrated the basic architecture of such a system. Control does not always mean closing the valve. It can mean possessing the valve.

The Dollar Interface

Iran can sell oil and still remain unable to use the proceeds freely.

Sanctions can be relaxed for selected banks, companies or individuals, then reinstated with precision. Assets can be released selectively. Payment channels can be designed to reward cooperation by one faction while isolating another.

Financial policy then becomes an instrument of internal political engineering.

A commercial elite that can preserve assets by distancing itself from the IRGC faces a different incentive from one threatened with permanent exclusion. Civilian authorities offered limited sanctions relief calculate differently from military commanders whose personal networks remain targeted.

The United States would not need to persuade every Iranian institution to defect. It would only need to make continued unity increasingly expensive.

The Nuclear Interface

A nuclear program is an industrial ecosystem, not a collection of buildings.

It depends on scientists, centrifuge components, precision manufacturing, electricity, tunnelling expertise, uranium stocks, procurement networks and financing. Bombing facilities creates delay. Disabling the recovery chain can create lasting constraint.

The target set should therefore reveal the true objective of the next phase. Strikes on electricity systems, precision-manufacturing plants, tunnel entrances, engineering units, procurement networks and technical personnel would indicate a campaign designed to eliminate Iran’s ability to regenerate the program.

The purpose would be broader than destroying what exists today. Washington would be attacking Iran’s capacity to rebuild tomorrow.

The Regional Interface

Iranian power extends beyond Iranian territory through armed groups, maritime routes, intelligence networks and political relationships across Lebanon, Iraq, Syria and Yemen.

The United States cannot sustainably contain those networks by acting alone. It needs Israel and the Gulf states connected through shared radar coverage, missile warning, airspace coordination, maritime surveillance and sanctions enforcement.

This is where the next phase of the Abraham Accords may emerge.

The Accords After the Photo Op

The original Abraham Accords were presented through diplomatic ceremonies and formal recognition. Their next phase could develop below the level of public diplomacy.

The relevant forms of integration would include:

• Shared radar data

• Ballistic missile warning systems

• Coordinated airspace and aerial-refueling corridors

• Joint surveillance of Hormuz and the Red Sea

• Common munitions procurement and stockpiles

• Indirect intelligence exchange between Israel and Gulf states

• Nuclear technology under American supervision

• Coordinated financial enforcement

By the time formal normalization arrives, much of the security architecture may already exist.

The US-Saudi nuclear agreement belongs inside this framework. Its significance reaches beyond nuclear power plants or a large commercial contract. It may represent the foundation of a bloc-based nuclear order.

The principle would be straightforward: states integrated into the American security system may receive controlled access to advanced nuclear technology, while adversaries are denied an autonomous nuclear threshold.

This leads to a sharper conclusion:

Washington is allocating nuclear privilege across the Middle East.

Saudi Arabia may receive tightly supervised capabilities because those capabilities would remain embedded in an American security, technology and inspection framework. Iran would be denied a complete domestic fuel cycle because Tehran refuses the framework itself.

US-Saudi nuclear cooperation and strikes against Iranian nuclear infrastructure therefore belong to the same policy. One grants controlled capability to an ally. The other removes independent capability from an adversary.

Non-proliferation becomes an instrument of alliance architecture.

The Wedge Inside Iran

Claims that Washington wants to divide Iran are too vague to be useful unless the mechanism is specified.

The most effective method would be to give each Iranian constituency a different price for survival.

Civilian officials and diplomats could receive a continued role in negotiations and partial sanctions relief. Petroleum and business elites could retain selected assets and export channels. The conventional military could be offered institutional survival after the war. Scientists and engineers might receive safe passage, personal protection or conditional exemptions. Senior IRGC commanders would face asset seizures, prosecution and targeted attacks.

The objective would not be universal opposition to the regime. Washington would only need different factions to begin questioning whether permanent alignment with the IRGC still serves their interests.

American statements about competing centers of power within Iran may therefore have a performative purpose. Washington may be trying to create the division that it claims merely to observe.

Suppose Tehran denies responsibility for an IRGC attack. The civilian government then admits it cannot control the country’s armed forces. Suppose it accepts responsibility. It becomes accountable for violating the ceasefire. Punishing the responsible officers creates internal conflict. Refusing to punish them provides Washington with justification for further strikes.

Every available answer imposes a cost.

The United States does not need proof that Iran is already divided. It can structure the confrontation so that each Iranian response deepens the division.

What the Deployment Mix Reveals

B-1 bombers, aerial tankers, medical personnel and special operations forces can each be described as deterrence when viewed separately. Together, they suggest a more demanding operational design.

The B-1 can deliver large volumes of long-range precision weapons against dispersed missile positions, command centers, infrastructure and tunnel entrances. Tankers extend combat radius, increase time over target and support a higher daily sortie rate. Forward medical support raises the military’s capacity to absorb casualties. Special operations units may support target identification, combat search and rescue, underground reconnaissance or limited ground missions.

That combination begins to resemble a logistical system built around a new class of missions.

The United States is moving from the ability to conduct periodic strikes toward the ability to sustain operations against deep, dispersed and high-risk targets.

This is why the weekend hypothesis should remain secondary.

A weekend offers political convenience. Force posture reveals military intent.

If Washington planned only to continue striking coastal radar sites and IRGC bases, the breadth of the supporting deployment would be harder to explain. A more complex support package usually accompanies a more complex target set.

The next useful signals would include:

• Electronic-warfare aircraft moving forward

• Additional combat search-and-rescue capacity

• Special operations aviation units

• More mine-clearing and maritime rescue assets

• Forward surgical teams

• Increased deliveries of specialized penetrating munitions

• Persistent intelligence platforms focused on underground facilities

The arrival of several of these capabilities would materially raise the probability of limited ground activity, infiltration missions or attempts to address deeply buried nuclear targets.

The Next Two Weeks

The immediate risk window is elevated, although escalation may arrive through a change in target type rather than one spectacular night of bombing.

Three near-term predictions follow from the framework.

The Target Map Will Move Inland

If Washington’s sole objective were maritime security, attacks should decline as coastal anti-ship systems, radar installations and naval facilities are degraded.

Continued strikes on underground missile bases, nuclear supply chains, power infrastructure and transportation nodes would confirm a much broader objective. “Protecting navigation” would then function as the legal and political frame for an expanding strategic campaign.

Diplomatic Optimism Will Arrive Before Withdrawal

The next positive negotiation headline should be evaluated against force posture.

If diplomatic language improves while bombers, tankers, ships and special operations forces remain forward-deployed, the message is more likely serving operational timing, internal political testing or oil-price management. Genuine de-escalation would eventually require military assets to leave.

Public diplomacy has become a lagging indicator. Logistics is the leading indicator.

Iran’s Energy System Will Be Pressured Selectively

Washington will probably avoid destroying Iran’s entire export capacity at once. Such an attack would risk an uncontrolled supply shock, more direct retaliation against Gulf infrastructure and greater Chinese support for Tehran.

More selective pressure is likely: military ports, vessel scheduling systems, sanctions-evading tankers, IRGC-linked terminals and specific payment channels.

That is price management through target selection.

Washington needs enough pressure to constrain Tehran and its customers. It does not need an oil price high enough to produce a domestic political crisis.

When Earnings Stop Mattering

The same framework helps explain the poor price action following recent technology earnings.

Companies are still beating revenue or profit expectations, yet the market often refuses to reward them. Investors spent the previous phase pricing income statements: growth, margins, AI spending and earnings revisions. The current phase requires more attention to discount rates and balance-sheet resilience.

War affects technology valuations through several channels:

1. Higher oil prices lift medium-term inflation expectations.

2. Persistent inflation delays rate cuts and may tighten financial conditions.

3. Higher real yields compress the present value of long-duration earnings.

4. Geopolitical uncertainty raises the risk premium applied to future cash flows.

5. Semiconductor companies carry additional exposure through Asian manufacturing and supply chains.

6. Investors become less willing to capitalize aggressive AI spending assumptions far into the future.

Earnings still determine the numerator. War is changing the denominator.

This distinction matters because risk sentiment can reverse in a day. A discount-rate reset can last for weeks or months.

Semiconductors are especially exposed. The sector combines elevated valuations, cyclical capital expenditure and concentrated Asian production. If investors simultaneously question the returns on AI spending and reprice energy, interest-rate and geopolitical risk, a conventional earnings beat may no longer support the previous multiple.

Three Mispricings

The market may now be making three related errors.

It Is Pricing a Project as an Event

Investors continue to trade the next strike, the next round of negotiations and the president’s next statement.

If Washington is trying to remove Iran’s nuclear, missile and regional recovery capacity, however, the campaign resembles an engineering project. Its endpoint depends on completion rather than sentiment.

A news event can end when headlines improve. A project ends when enough of the work is finished.

Ceasefires that do not include verifiable reductions in capability should therefore be treated cautiously. They may represent pauses inside the project rather than reversals of it.

It Treats Diplomacy as the Leading Signal

During this conflict, public diplomacy has often followed military deployment and internal decision-making. Yet markets still reprice immediately around every statement.

A message designed to influence public opinion, oil prices or Iranian expectations should not automatically be treated as a transparent description of policy.

Better leading indicators include:

• The direction of bomber and tanker deployments

• Medical and combat-rescue capacity

• The geographic radius of target selection

• Tanker insurance and shipping routes

• Payment channels for Iranian oil

• Saudi, Israeli and Gulf radar coordination

• The movement of nuclear equipment and technical personnel

Headlines reveal what Washington wants the public to hear. Logistics reveals what Washington is preparing to do.

It Separates Oil From Technology Valuations

A short oil spike can reverse quickly and produce an equally sharp technology rebound. A sustained increase in the oil-price regime creates a different problem by linking inflation, interest rates and valuation multiples.

The resulting investment framework depends on the character of the campaign:

The actionable question is therefore more precise than “buy oil and sell technology.” Investors must decide whether the campaign is approaching completion or broadening into a durable control system.

The Weekend Is a Distraction

A larger military operation could still begin this weekend. Trump has political reasons to favor periods when markets are closed and the news cycle is easier to control.

But focusing on the calendar understates the structural change.

The more important possibility is that Washington no longer views the next strike as a discrete operation. It may be assembling a system capable of running for weeks or months. B-1 bombers, tankers, special operations forces, medical resources, maritime restrictions and Gulf security integration would then represent different components of the same system.

The desired outcome may extend far beyond returning Iran to negotiations.

Washington may be seeking an Iran that retains its flag, formal government and territorial boundaries, yet no longer possesses an independent nuclear threshold, a veto over Hormuz, autonomous access to oil revenue or a functioning regional proxy network.

That would be the real end state:

The United States does not need to occupy Iran if it can control the boundaries of what Iran is allowed to become.

If this interpretation is correct, the next ceasefire will not conclude the story. It will create another window for replenishment, price management and the redrawing of Iran’s strategic limits.

Markets still price the war as news.

Washington may already be managing it as a system.

不占领领土，控制接口

天空接口

通过封锁、护航、保险、船舶识别和制裁名单，美国可以决定哪些油轮能够进入港口，哪些船舶能够通过海峡，以及哪些货物能够获得保险与结算。

这意味着美国未必追求伊朗石油零出口。零出口会推高油价，也会迫使伊朗采取更极端的报复。

更有效的状态是：伊朗可以出口石油，但出口不再是一项完整的主权权利，而是一项可以被美国随时打开和关闭的许可。

此前MOU允许伊朗立即恢复石油销售，本身就展示了这种许可机制的雏形 。真正的控制不是永远关闭阀门，而是拥有开关阀门的权力。

美元接口

只要伊朗的石油收入、银行清算和海外资产仍然依赖美国能够识别或制裁的渠道，美国就可以改变不同伊朗精英集团的生存价格。

分而治之，不需要扶植一个新政府

Three signals appeared within 24 hours on April 15. Taken individually, each is news. Taken together, they are an operational blueprint. The market is reading them as separate headlines. They are not. They are the same event viewed from three angles, and they point to a US ground operation on Iran’s Hormuz islands beginning between April 20 and April 25.

• Signal 1: Trump’s Truth Social post uses the word “permanently” to describe opening the Strait of Hormuz and states China has “agreed not to send weapons to Iran.”

• Signal 2: Iran’s Foreign Minister Araghchi calls China’s Wang Yi at approximately 5 AM on April 16 to warn of “serious repercussions from US provocative actions in Gulf & Strait of Hormuz.”

• Signal 3: Treasury Secretary Bessent announces the US will not renew 30-day sanctions waivers on Iranian and Russian oil, and sends warning letters to two Chinese financial institutions.

What follows is an argument for why these three signals, combined with force posture and legal timelines, point to a single conclusion the consensus has not yet reached.

“Permanently” Is Not a Negotiating Word

Trump has used specific language throughout this crisis. When he wanted to negotiate, he said “deal” and “beautiful.” When he wanted to threaten, he said “blown to hell.” When he described Islamabad, Vance said “no agreement”.

On April 15 he said “permanently opening.” This word has appeared zero times in any prior Trump statement about Iran or Hormuz. It appeared for the first time in the same post where he confirmed the Beijing summit and the China arms cutoff.

The distinction matters because there are exactly two mechanisms for permanently opening Hormuz:

• Mechanism 1: Iran signs a binding treaty renouncing all Hormuz denial capability, dismantles the IRGC Navy, and accepts permanent international monitoring. No such treaty is under discussion. The Islamabad framework was a 5-to-20-year enrichment moratorium, not a permanent maritime demilitarization.

• Mechanism 2: The US physically controls the chokepoint by occupying or neutralizing the three islands (Abu Musa, Greater Tunb, Lesser Tunb) that command the shipping lanes, and Iran lacks the capability to retake them.

Mechanism 1 does not exist on paper. Mechanism 2 has been physically prepared for six weeks. Two Marine Expeditionary Units, the 82nd Airborne Division, a carrier strike group, and pre-strike shaping operations on all three islands. The force posture matches Mechanism 2 and only Mechanism 2.

Assessment: When Trump says “permanently,” he is describing a physical outcome, not a diplomatic one. The operation has been decided. The tweet is the pre-announcement.

China Switched Sides and Iran Just Found Out

Trump’s claim that China “agreed not to send weapons to Iran” has not been independently confirmed by Beijing. But Araghchi’s behavior 12 hours later confirms it indirectly.

Foreign ministers do not make 5 AM phone calls to warn allies about enemy actions. They make 5 AM phone calls when the ally has done something that enabled the enemy. Araghchi is not briefing Wang Yi. He is confronting him.

The evidence trail:

• Wang Yi’s public statements since March have been exclusively procedural: “stop fighting, end the war, restore peace through dialogue”. At no point has China threatened consequences for US military action.

• The sixth round of US-China trade talks in Paris (Bessent and Greer vs. He Lifeng) was described as “constructive” on both sides. Trade talks do not proceed constructively while one side is arming the other’s active military adversary.

• The Beijing summit remains confirmed for May 14 to 15. Summits get cancelled when there is genuine friction. This one has survived six weeks of war.

• The Air University (USAF) published a research paper in February titled “China’s Response to Operation Midnight Hammer” analyzing Beijing’s posture. The US military does not publish analytical frameworks for allied responses to its own operations unless those responses have been pre-negotiated or are well understood.

The Meta-Signal

Trump’s tweet is not about Iran anymore. It’s about China. Trump has mentally moved past the Iran negotiation to the Beijing summit. That means one of two things:

1. He already knows the Iran deal is coming (back channel through Oman/Turkey has a framework, the 5-year vs 20-year gap is being bridged, and this tweet is pre-positioning for the victory lap), or

2. He’s decided Iran doesn’t matter and the real prize is the China deal (Hormuz stays blockaded, Iran bleeds, and Trump uses “I opened Hormuz for you” as leverage on Xi for trade/tech/Taiwan concessions)

Either way, the China arms cutoff claim, if real, is the single most consequential development since the war began. It means Iran is truly alone.

My Assessment: China made a strategic calculation. A permanently open Hormuz under US guarantee is worth more than Iran as a regional partner. China imports the majority of its oil through Hormuz. Iranian oil, which China bought at steep discounts, represented roughly 1.5 million barrels per day of that flow. But the toll regime, the blockade risk, and the insurance chaos threatened the other 15+ million barrels per day flowing through the strait to all of Asia. Beijing traded Iran for supply security. Araghchi’s dawn phone call is the sound of Tehran discovering the trade has already been made.

Bessent Built a Financial Kill Box

To understand what Treasury Secretary Scott Bessent has done in the past six weeks, you first need to understand what he learned from the last time.

The History: Maximum Pressure 1.0

When Trump first sanctioned Iran's oil in 2018, exports fell from 2.8 million barrels per day to 150,000 by mid-2020. It worked. But it had a flaw: it crushed supply without permanently closing the evasion channels. When enforcement slackened under Biden, Iran's exports quietly recovered to 1.8 million barrels per day by late 2025, with China absorbing 91% of the flow through small independent "teapot" refineries in Shandong province

Maximum Pressure 2.0, reinstated February 2025, fixed the flaw. Instead of targeting only Iranian sellers, the US sanctioned three Chinese teapot refineries between March and May 2025. The message was new: buy Iranian oil, lose access to the dollar system.

The Three-Step Waiver Sequence

Then the war began and oil spiked toward $120. At $5 gasoline, domestic support for military operations collapses. Bessent needed prices lower, but could not ease sanctions permanently. His solution was a precisely timed sequence.

Step 1 (March 12 to 20). Issue 30-day waivers on Russian and Iranian seaborne oil. The Iranian waiver unlocked roughly 140 million barrels already loaded on tankers. Critical detail: Iran had already been paid for these barrels under pre-war contracts. Iran got zero new revenue. The global market got 140 million barrels of downward price pressure. Bessent’s own words: “We will be using the Iranian barrels against Tehran to keep the price down.”

Step 2 (April 11 to 15). Russian waiver expires April 11. Bessent confirms the Iranian waiver will not be renewed past April 19. Same day, Treasury sends warning letters to two Chinese banks about secondary sanctions and labels China an “unreliable global partner.”

Step 3 (April 19 onward). The 140 million barrels are absorbed. Prices sit in the high $80s to low $90s. Full sanctions snap back. No waivers, no general licenses, secondary sanctions risk on Chinese banks.

Why the Sequencing Matters

If Bessent had maintained maximum pressure from Day 1, oil stays above $120 for the entire bombing campaign. The war ends politically before Iran’s military is degraded. If he had maintained waivers indefinitely, the sanctions architecture erodes and Iran rebuilds financial channels.

Instead he released Iran’s own pre-sold oil to buy exactly 30 days of price suppression while the heaviest strikes degraded Iran’s military. Then he snapped shut every channel the moment degradation was sufficient and the moment Trump announced “permanently.”

The political ceiling for a ground operation is roughly $110 to $120 oil. Starting from $90 gives a $20 to $30 buffer before that ceiling is hit. Starting from $120 gives zero. The waiver created the buffer. The buffer exists for the operation.

Divide and Conquer: The Full Architecture

To understand why Iran never mounted a coherent response to six weeks of war, you need to understand one thing about the IRGC: it is not a unified military. It is a collection of economic fiefdoms in uniform. The IRGC Navy controls Hormuz and its toll revenue. The Aerospace Force controls missiles and air defense. The Quds Force controls foreign proxies. Each branch has its own budget, its own revenue streams, and its own survival incentives. They report to the Supreme Leader, but they compete with each other the way divisions of a conglomerate compete for capital allocation.

The US campaign exploited this structure in two phases.

Phase 1, the Divide (March to early April): US strikes destroyed air defenses, missile sites, nuclear facilities, and military infrastructure across Iran. What they did not touch was the IRGC Navy's Hormuz tollbooth, which was charging vessels up to $2 million each in crypto to pass through the strait . The branch getting bombed wanted the war to end. The branch getting rich wanted it to continue. Iran could not form a unified position in Islamabad because its own military had opposing financial interests. The US did not need to recruit agents. It just bombed selectively and let the internal contradictions do the work.

Phase 2, the Conquer (April 11 onward): Kill everyone’s revenue at once (April 11 onward). Once Iran’s military infrastructure was sufficiently degraded, the calculus flipped. The blockade eliminated toll revenue. Bessent’s sanctions snap-back eliminated oil revenue . Chinese bank warnings closed the last financial channels . The China arms cutoff eliminated resupply. Now every faction is losing simultaneously. The factional divide that prevented unified resistance during the bombing phase collapsed into unified desperation, arriving precisely when Iran’s retaliatory capability had already been destroyed.

• Islamabad talks “fail” → diplomatic cover for escalation

• Blockade announced → kills IRGC Navy’s toll revenue overnight

• Re-sanction Iranian oil → kills remaining Chinese oil purchases

• Sanction Chinese banks → kills financial channels

• China arms cutoff → kills resupply

• Now EVERYONE in Iran is losing. The toll collectors, the military, the government, the economy. The divide served its purpose: it prevented a unified Iranian response during the bombing phase. Now that Iran’s military is degraded, you conquer everyone at once.

You may ask “why didn’t Iran retaliate harder?” The answer is not restraint. The answer is that the factions capable of retaliation at Hormuz were profiting from the war and had no incentive to escalate on behalf of the factions being destroyed. By the time the US turned off everyone’s revenue, the window for Iranian retaliation had already closed. That was the design.

Now tie this back to the oil sanctions. Bessent wasn't managing oil prices. He was managing the kill zone. Release the oil to keep the market calm during the bombing. Sanction the teapots to cut future supply. Warn the banks to cut the money. Then close the waivers when Iran is too weak to respond.

So the Question Is No Longer Whether. It Is When.

At this point the argument is cumulative.

1. Trump’s “permanently” tells us the objective is physical control, not a paper deal.

2. China’s defection tells us Iran has no resupply.

3. Bessent’s waiver cycle tells us oil prices have been deliberately staged for what comes next.

4. And the Divide and Conquer sequence tells us Iran’s military is degraded, its factions are broken, and its retaliatory window has closed.

Every precondition for a ground operation has been met. Iran cannot shoot back effectively. Iran cannot be rearmed. Iran cannot fund resistance. Iran cannot rally an ally to intervene. The only remaining variable is timing. And timing, in the US system, is not set by generals or diplomats. It is set by lawyers. Specifically, by one law.

The War Powers Clock

The War Powers Resolution clock started on March 2, when Trump formally notified Congress of military operations. The 60-day deadline falls around April 30 . After that date, offensive operations without congressional authorization face genuine constitutional exposure. Senator Collins has explicitly stated that ground forces entering Iranian territory would require congressional authorization. Republicans have blocked war powers resolutions twice , but a ground invasion of sovereign territory after the 60-day clock expires is a different category of legal risk.

The consensus view, as of April 16, treats the Islamabad collapse, the blockade, the sanctions, and the Trump tweet as separate developments in an evolving crisis. The consensus assigns probabilities to “deal” vs. “no deal” and prices oil, shipping, and defense accordingly.

The consensus is wrong. These are not separate developments. They are phases of a single operation that was planned before Islamabad, executed through Islamabad’s controlled failure, and is now entering its final kinetic phase. The evidence:

• You do not deploy two Marine Expeditionary Units and an airborne division for a blockade. You deploy them for an amphibious assault.

• You do not issue a 30-day oil waiver and let it expire on the same week you announce “permanent opening” unless the waiver was always a price buffer for the operation.

• You do not secure a Chinese arms cutoff and then announce it publicly unless the operation it enables is imminent. The announcement removes the element of surprise for the arms cutoff but amplifies psychological pressure on Iran. You only make that trade when the operation is days, not weeks, away.

• You do not use the word “permanently” in a presidential statement about a strait that can only be permanently opened through physical control unless physical control is the plan.

• Iran’s Foreign Minister does not call China’s Foreign Minister at 5 AM to warn of “provocative actions” unless Iranian intelligence is seeing fleet movements consistent with an imminent operation.

Prediction 1: US Marines will conduct a strike-and-clear operation on Abu Musa, Greater Tunb, and Lesser Tunb. The operation will last 48 to 72 hours. IRGC positions on the islands, already degraded by shaping strikes, will be destroyed. The US will not formally “occupy” the islands. It will “clear hostile military infrastructure threatening freedom of navigation” and establish a “temporary maritime security zone” that becomes permanent through bureaucratic inertia.

Prediction 2: Iran will not mount significant military resistance. Its military is degraded. Its resupply is cut. Its revenue is zero. Its ally has switched sides. The 5-year enrichment offer was the tell: a country preparing to fight does not offer historic concessions. A country preparing to capitulate does.

Prediction 3: A framework deal will be announced between April 26 and May 10, before Beijing. The deal will include an enrichment moratorium (8 to 15 years), IAEA verification, phased sanctions relief, and critically, a “maritime security framework” for Hormuz that formalizes US naval presence at the chokepoint. Iran will accept because by that point it has no physical ability to deny the strait and no financial ability to sustain resistance.

Prediction 4: Oil will spike to $100 to $110 on the island operation headline, then fall to $80 to $85 within two weeks as the strait physically reopens under US escort. Bessent’s 30-day waiver buffer means the spike starts from roughly $90, not $120. The political ceiling holds.

Prediction 5: Trump arrives in Beijing May 14 with three trophies: a signed Iran framework, a permanently open Hormuz, and Chinese cooperation on both. He trades these for tariff concessions, rare earth access, and a fentanyl enforcement deal. Xi trades those concessions for guaranteed energy flow and a seat at the post-war order. Both men declare the greatest deal in history. Neither is entirely wrong.

What Comes After

Three questions the market has not yet asked:

What does post-war Iran look like? An economy that absorbed $270 billion in damage against $463 billion GDP cannot self-reconstruct. Reconstruction will require foreign capital that Iran does not have. Whoever controls that capital flow, likely a consortium involving the US, Gulf states, and China, will have structural leverage over Iranian domestic politics for a generation. This is the soft occupation that follows the hard one. The deal is not the end. It is the beginning of Iran’s dependency cycle.

What happens to global oil supply? Reuters surveyed eight analysts in April and found consensus that demand will exceed supply by an average of 750,000 barrels per day for 2026, even accounting for some recovery. Some infrastructure damage to Kharg Island, onshore fields, and pipeline networks may take years to repair. A Hormuz reopening produces an initial price drop as the fear premium deflates, but the supply deficit may sustain prices above pre-war levels for 12 to 24 months. Saudi Arabia benefits: a war that eliminates Iranian oil capacity while reopening the strait is net-positive for Saudi market share at elevated prices.

Why does the IRGC’s crypto toll infrastructure matter beyond this war? TRM Labs documented the first instance of a state actor using cryptocurrency as a sovereign revenue mechanism at a major maritime chokepoint. Iran codified this in the “Strait of Hormuz Management Plan” passed March 30 to 31, 2026. Even if the current crisis resolves, the legal architecture for monetizing Hormuz access now exists in Iranian statute. If Iran ever regains effective control of the strait, in five years or twenty, that law allows the toll system to reactivate overnight. This is partly why “permanent” matters so much. A paper deal does not neutralize a law. Physical control of the islands does.

The Bottom Line

Iran entered this war holding what appeared to be the strongest geographical card in global politics: a 21-mile chokepoint carrying 20% of the world’s seaborne oil. Six weeks later, its military is degraded, its economy has lost 58% of annual GDP, its revenue is zero, its ally has defected, its arms supply is cut, and two Marine Expeditionary Units are positioned within striking distance of the three islands that make the chokepoint defensible.

The consensus is debating whether there will be a deal. The operation that makes the deal’s terms irreversible is already in motion.
